A few points to consider:

Student will always have exams at that time of year when the weather is great
for Ultimate (May-July). 

A league, as this year has shown, gives teams of the same standard plenty of
opportunity to play each other. This has definately raised the standard of
Ulimate. Newer teams like Chevron have really improved and made the semis in
the last couple of tournaments.

The middle teams have all had really close games. All our games have been a lot
more fun and competitive. There is less of the "old" secnario of middle and
lower teams getting slammed 11-0 by the top teams. 

There is much more for teams to to aim for in a league. You know which teams
you are going to play and who you need to beat to get the points. There was
also plenty of opportunity for teams to move up and down with the way the
league was organised.

When I was a student, all of two years ago, we always found it hard to get
teams out for tounaments around exam time. It was always those concencious
people who like to study for exams...never understood them myself. Maybe this
"Student" league should get itself off the ground? 

Maybe we need a separate "Tour Final" and "National Championships". However the
lack of bids for Regionals this year could mean...what does it mean? Why have
University teams not bid for a regional event? It's the begining of the year so
there's no exam pressure. I would have thought it was a great opportunity to
introduce this years new players. However if we can't get people to run
"Regionals" then is there anyone who would really want to hold "Nationals"?

I'm too busy to run a tournament myself. But I know when I was a student I had
plenty of time and the Uni facilities that made it easy. 

I think the Tour is a great idea and has worked well. If next year three or
four Uni teams can arrange "Regionals" and "Nationals" in September/Ocotber
then I think there will be plenty of people who want to play.
