local had sets of 4 for 4.99 just 2 weeks ago (just not many sets!)

If you mean the small bright orange ones that are often used to mark out
pitches. I got mine from Tesco a couple of years ago, there were in the
toy section.  They were very cheap at the time, but I noticed they
vanished a few weeks later. I haven't noticed them since then.

I would try looking in the large toy stores.
