these discussions have taken place before.  You made a statement that was
exactly the position from previous years earlier this week.  At this stage
(as agreed by David Grayson) teams had been picked knowing that situation

 We should not be changing the rules ad hoc because it might suit a
particular part of the playing community if they all write in at one time
this close to a tournament.

I am aware of many times in the past when non student teams have entered 2
or more teams in Regionals/Nationals and could/would have altered their
approach with this rather sudden change.

I re-iterate, changes of this nature should not just happen particularly
after a definte statement has been made.  The rules are there for a reason
(usually a good one) and 1 days thought is not generally enough to work
through all the considerations necessary.
