Why are the top 16 teams asked to pay more; are they subsidising the other
teams?

No - they are subsidising you

Nationals is designed as a 16 team event - you can guarantee 16 teams there.
Everything in the tournament is organised around these 16 teams. Ben has a
guaranteed 10 pitches - 8 of which are being used by Div 1 & 2 teams leaving
the rest to use two pitches, and any spaces when the other pitches are not
in use. They will get less pitch time, they will be placed on the sloped
lumpy pitches - so that the 16 teams are placed on flat, nice pitches. Then
you pay for the party, the massage, all the other costs.

But if we can get another 8 teams along for the ride - Div C, who will get a
fun tournament, and a party, then they can contribute as well (that 8 x
50gbp = 400gbp) thats 400gbp that you don't have to pay, an extra 25gbp per
team. So why still so expensive. Well you can only guarantee 16 teams coming
so you still have to cover that expense, and budget for it - as a TD
yourself you'll know about this Col. What you may find if the Div C event
fills up and lots of teams come along, you might get a partial refund
because Ben realises that all of a sudden he is making an unreasonable
amount of profit - and will give some back (there's your incentive to put in
a good bid to run a Nationals, qualifying, or tour event).

Finally - how many players are UTI taking to Nationals 15? 7gbp per player.
If a small team scrapes together and decided to enter the Div C event with 8
players it will cost them 6.25gbp each. Seems fair - I think so.
