I think the problem with this whole tour thing is that
a lot of teams view it as their 'summer league', while
for others it is the top competitive event of the
sport.

Coming from Canada, where the Montreal summer league
had at least 40 teams, and Wash DC, where we had even
more (80+?), it is understandable why students/new
players want to go to the tour. There is not really
any other venue for playing in the summer, because yes
there are a lot of teams in england, but not enough in
each geo area to set up a league. 

So in the tour, 'student' or not the top 8 teams use
it as a chance to play in the summer, to gain more
experience and on the other side, the top teams battle
it out to qualify for worlds.

So what could be some other solutions to creating more
playing time for these 'amateur' teams that wouldn't
disrupt the elitism of the tour?

One tourney format which I have yet to see here is the
hat tourney. These are great for several reasons:
-they only take one day, so for many the travel or
time issue is solved.
-anyone can show up and play regardless of if they
have a team or not
-because players are mixed with people they have not
played with/against before, new ideas and skills are
passed on
-they are about as easy to organize as any outdoor
regionals or GB practice, cause everyone goes home
after...
this would also be a way to involve womens, juniors,
or proper co-ed teams (2 women on the pitch at all
times!)

I'm sure others have ideas on this as well, along side
the discussion of the tour, if this issue of not
enough summer events is settled, it might resolve the
issue of you elite teams playing us students!
