A simple solution to the C22 situ....

 Drop the worst Tour result from the seeding for the nationals. This allows
 the Tour to maintain the structure as it was understood and provides C22 a
 back door (if they want/need it).

 C22 did us all a favour by dropping out of Towcester by highlighting the
 pitch quality issue. I don't think they should be punished for it.

 They took an admirable stance and ruined any chance (however slim) they had
at winning the Tour. To follow the path laid  down and punish the 4th best
team in the country with bad seeding at Nationals would be bereft of any
benefit and I'm sure you'll all agree goes against the ethos of our sport.
