Whether you think C22 should be moved into the top 8 or not, 
manipulating the rules in this way to elevate one team would have a 
potentially unfair affect on those other teams further down the 
pecking order.  If its decided that it is necessary/desirable to bring 
Catch into the top 8 it seems that the best way would be with the 
minimum of impact upon the rules as they stand., ie whoever has 
the least points on the board at the end of tour 4 gets kicked into 
the bottom 8, changing the maths for everyone only has the 
potential for greater injustice.
(None of which is to say that I agree Catch should be allowed in if 
they don't have the points to do so)
