In GBH's deffense...what rules published where?

I know they exist...and have read them a couple of years ago and have
played by them. However, where are they for a new team to read?
If not published maybe they should have been sent to GBH when they entered
the regional qualifiers.
I think it is a shame that GBH lose the chance to go to nationals and
would really like to see them there as they are a team with a lot of
potential. Personally, I would like to see an exception made this time as
the player in question was a 'part time' student and how is a new team
supposed to know the exact rules if they are not published or distributed.

Just my views on the issue.
