If cost is the real issue, then what about charging non-student teams a 
usual fixed fee and charging student teams a reduced fee per person; thus 
ensuring the events are not prohibitively expensive for up and coming talent 
regardless of squad numbers.

Term time or not is not really the issue, and which term time outdoor
tournaments are you talking about, Student Outdoors + ?? Plus I'm sure that
increasing the cost of Tour events will only make it easier for other TD's
to increase the cost of their "cheaper" tournaments

One of the biggest reasons that these students teams can only manage 8-9
players is not that they aren't serious but that it was already very too
expensive, especially when you add in travel. This increase in cost will
only amplify this problem.

All very well in principle but much harder to do in practice, surely we
should be encouraging new student players to start new teams, enter tour
events and learn to play at a higher level.
The growth ultimate numbers is going to come mostly from the student base I
hope that this can be encouraged, student discounts sound like an excellent
idea.
