As far as I'm aware, the decision was that Tour entry this year was strictly
first-come-first-served to prevent top teams from procrastinating and
entering at the last minute (that's not a dig at your current situation, by
the way). If a club gets organisied enough to get two teams entered in time,
then the second team has as much priority as the first team.
