would it not be possible to have some kind of "non-playing" membership for a 
reduced fee? which would include the newsletter and voting rights, but not 
eligibility for official tournaments. this would be ideal for the less 
fanatical players who want to be recognised as part of the UKU, but aren't 
committed to the tour/nationals/etc. and could potentially produce even more 
revenue (cash).
