IMnsHO:

1. Running the Open and Mixed Tours on the same weekends won't work. Too
many arguments that I could name... other people will probably divulge
in full. BUT, Give it a few more years and this might indeed grow wings
and fly.

2. Think this through a little more... picture specifics (even though
you're trying to come up with a general concept!)...
You're currently suggesting two independent tiers of the Tour, with
interaction (some kind of promotion/relegation/qualification event) at
the beginning or end of the season. It's a fine idea, but work out what
the flaws with this are, and how to fix them, too...
