Is this really a discussion for britdisc?

If it is then: Tax them all off the road.  Make the car 
drivers pay.  Create the Bicycle Utopia today I tell you.  
Lets all cycle to edinburgh on our holidays.  Hell let's 
turn our roads in to runways and become a country of 
handgliders.  The world is our oyster, our crankshaft, our 
twined wheels of freedom.
